About the International Programme on the Elimination of Child Labour (IPEC) The ILO’s International Programme on the Elimination of Child Labour (IPEC) was created in 1992 with the overall goal of the progressive elimination of child labour, which was to be achieved through strengthening the capacity of countries to deal with the problem and promoting a worldwide movement to combat child labour. The International Programme on the Elimination of Child Labour is a programme that the International Labour Organization has run since 1992. IPEC's aim is to work towards the progressive elimination of child labour by strengthening national capacities to address child labour problems, and by creating a worldwide movement to combat it. The IPEC+ Flagship Programme brings together two leading ILO technical cooperation programmes – the International Programme on the Elimination of Child Labour (IPEC) and the Special Action Programme to combat Forced Labour (SAP/FL) – to establish a major new force in the fight against child labour, forced labour and human trafficking.
